Overview

Operating within the core values and operating principles of the organization, analyzes, prepares, reviews, and files premium tax returns, state insurance filings, and state annual reports in accordance with corporate directives, Internal Revenue Service, state tax and insurance laws, and other regulatory requirements. 

 

Prepare estimated monthly, quarterly, and annual premium tax returns and withholding returns to state governments. Conduct research to determine guaranty offsets for premium tax filings, and track and maintain payments and related credits. Prepare miscellaneous statutory state reports for regulatory state departments. Conduct research to determine proper forms and filing deadlines for state reporting. Prepare account reconciliations to maintain Model Audit Rule compliance. Prepare journal entries in accordance with statutory accounting principles & generally accepted accounting principles.

Responsibilities

Premium & State Tax Compliance

  • Prepare, review, and file premium and municipal tax returns (estimated and annual), ensuring compliance with state tax laws and deadlines.
    • Calculate and record premium tax liabilities, guaranty fund assessments, and related offsets; maintain carryforward schedules and reconciliations.
    • Coordinate updates and maintenance of premium tax software and reporting tools with IT and Finance teams.
    • Research changes in state premium tax laws, forms, and rates, and communicate updates to management.
    • Maintain a centralized tax calendar tracking due dates for all returns, payments, and reports.

Withholding & Multi-Jurisdictional Filings

  • Prepare and file state withholding returns for annuity products.
  • Serve as a liaison to the payroll processing company after submitting any unemployment rate changes, notices of discrepancies for remote employees’ withholding and unemployment to ensure corrections are made.
  • Submit monthly 1099 withholding to the payroll processing company for the states that only allow one withholding account per FEIN to ensure that the monthly 1099 withholding is added to the W-2 withholding for the respective month-end and quarter-end filings.
  • Prepare amendments for In-Charge’s review of withholding return filings that were processed incorrectly for the states with special withholding regulations.
    • Reconcile state and federal withholding quarterly and annually to ensure accurate reporting on Forms 1099 and correct any discrepancies.
    • Set up and maintain new state and local tax accounts as needed for expanding business operations.

Regulatory Reporting & Compliance

  • Prepare and file miscellaneous state insurance filings, annual reports, and statutory state reports required by state departments of insurance.
  • Process payments of miscellaneous state insurance licenses and fees while forecasting the annual fees estimates for the following year’s budget.
    • Request and maintain Certificates of Authority, Valuation, Deposit, and other state compliance documentation.
    • Serve as a liaison among Tax, Legal/Compliance, Actuarial, and Financial Reporting teams to ensure coordinated and accurate statutory submissions.
    • Support internal and external audits and respond to inquiries from tax and insurance regulators.

Tax Accounting & Internal Controls

  • Prepare and record journal entries and account reconciliations related to premium tax and withholding liabilities, ensuring compliance with statutory accounting principles (SAP) and GAAP.
    • Assist in the preparation of supporting documentation for Model Audit Rule compliance and related testing.
    • Participate in identifying and implementing process improvements to enhance accuracy, efficiency, and control within tax reporting systems.

Research & Continuous Improvement

  • Conduct research on state tax and regulatory issues affecting life insurance products and operations.
    • Develop and recommend procedures to improve efficiency and strengthen compliance controls.
    • Participate in special projects, system testing, and process improvement initiatives as assigned.
  • Support the modernization of the tax operating model: data integration across actuarial, investment and tax systems; ensure tax data governance, lineage and quality standards are met

Work Environment

Qualifications

Qualifications

  • Bachelor’s degree in Accounting, Finance, Business Administration, or related field required.
    • Minimum 3 years of experience in corporate or state tax compliance, preferably in the life insurance industry.
    • ALMI or FMLI designation a plus; Notary Public designation desirable.

Technical Skills

  • Proficiency in premium tax preparation and filing, state annual report submissions, and guaranty fund assessments.
    • Strong understanding of state withholding requirements, statutory accounting principles, and GAAP journal entries.
    • Skilled in Microsoft Excel, Word, and Access; experience with tax compliance or reporting software preferred.
    • Ability to analyze data, reconcile accounts, and maintain accurate records across multiple entities and jurisdictions.
